•HEICS is made up of one single Incident Commander, who works with a
command staff that consists of a Public Information Officer, a Safety
Officer, and a Liaison Officer. Often there will additionally be a designated
Deputy Incident Commander

•All other staff fall into one of four sections: Logistics, Planning,
Finance, and Operations. There is one chief for each of these sections
